Group IAP: Is it for me?

As a claimant who has been admitted to the Independent Assessment Process (IAP), you might also be able to participate in Group IAP before, during or after your claim has been resolved.

How the Group IAP program works

The Group IAP program supports healing and reconciliation for group members, their families and their communities by inviting proposals from incorporated, not-for-profit groups for resolution healing plans. If a proposal is selected, money is provided to the group through a contribution agreement. (Under a contribution agreement, the money must be spent according to the agreed-to conditions, the spending is monitored and reviewed, and the group must report on the results and how the money was spent.)

Examples of Group IAP healing activities

Activities can involve the group, family members – young and old – and the community. Some examples include:

  • traditional and cultural activities and events such as star blanket making, canoe quests, sweat lodges, round dances, pow-wows, sharing circles and potlatch ceremonies
  • counselling by Elders, nutritionists, therapists and others on topics of mutual interest, such as post-traumatic stress disorder, parenting or other life skills
  • financial guidance, for example, through workshops on setting up a bank account, budgeting and investing Settlement funds

Only you can decide what type of group support would work for you.

What about my individual IAP claim?

You must be admitted to the IAP before you are eligible for Group IAP funding; however, you can apply before it is determined if your claim is admitted to the IAP. If you are not admitted to the IAP you will not be eligible for funding under Group IAP. If your IAP claim is admitted, the decision made in your claim does not affect whether you can apply for Group IAP and Group IAP does not have any impact on your individual claim. It does not matter whether you receive IAP compensation or Future Care Plan funding– you are still eligible to participate in Group IAP once your IAP claim is admitted.

How to apply for Group IAP

To apply for Group IAP, your group must prepare a proposal during the identified call for proposal process. During the call for proposals, you can find a guide for preparing a Group IAP proposal on the IAP website at www.iap-pei.ca.

The IAP website will post a notice that there will be a Call for Proposals. A notice is also sent to claimants and organizations that have expressed an interest. Your proposal must be submitted during the Call for Proposals period. To express interest or request information, please reach out to Group IAP at the contact information below.

How Group IAP funding works

If your group’s proposal is selected, the money is provided through a contribution agreement to the not-for-profit incorporated organization designated in your proposal. The amount provided is based on your approved budget. It does not go directly to individual group members. The total budget can reach an amount up to $3,500 per eligible group member. (Eligible group members are those in the group who were admitted to the IAP process and who provided a completed and signed consent form.)

Group IAP offers one-time only funding per eligible group member.

The Call for Proposal for Kivalliq Hall claimants will launch on November 1st, 2019, and be open for proposals to be submitted until it closes on March 1st, 2020. No submissions will be accepted after March 1, 2020.

Approved agreements will allow for funded activities to take place from April 1st, 2020 to September 30th, 2020. All reporting will be required to be complete and submitted by October 31, 2020.
