1- Welcome
Chair Mayo Moran opened the meeting by welcoming everyone and thanking them for their attendance.
2. Approval of Minutes
Due to the late distribution of the OC package Canada’s rep did not have time to fully review the minutes from October 14, 2020 and December 10, 2020. Canada will review the minutes from all previous meetings and provide comments in the next two weeks. Both sets were otherwise approved.
3. Executive Director’s Report
Roger Tetreault provided his observations on the following activities:IAP Oversight Committee Minutes – January 14, 2021
Records Disposition
- Disposition of physical and electronic non-retained files is essentially complete, for 43,508 (99.67% of) physical records and 99.41% of electronic records.
- Records disposition work is complete for non-retained records with the exception of St. Anne’s records, which have been placed on hold.
- Destruction of SADRE is on hold pending Justice Brown’s decision.
Notice Program
- As of December 31, 2020, IRSAS received 193 requests, of which 52 were from nonclaimants and 141 were valid.
- Of the 141 valid requests, 27 consents were received to share documents with the NCTR.
- The transfer of notice program to Epiq (records agent) is on track for completion by February 25, 2021.
Group IAP (Group IAP – funding of healing and reconciliation activities)
- All work to close out contracts is done except for one file from a community office severely impacted by COVID.
Website Notice on the Conclusion of the IAP
- A draft notice was shared with committee members. Committee members were asked to provide any suggested edits to the Chief Adjudicator within a week so that it can be posted to the website without delay.
IAP Website
A committee member questioned the decommissioning of the IAP website and asked whether it could be transferred to another body such as the NCTR, to retain a public and easily searchable source of information about the IAP. Roger indicated that the we bsite information will be shared with Library and Archives Canada and that the Secretariat plans to decommission it unless the NCTR case currently before the Court results in a change in plans. Roger agreed to notify the OC prior to the website being decommissioned so that members can download information beforehand.
4. Chief Adjudicator’s Report
Disposition of Records:
Disposition of physical records has been complicated in Regina by COVID 19. IRSAS is looking at options for expediting work while minimizing the risk to staff.
5. Proposed Exit Package for the Courts
Some Committee members and Court counsel felt that the package was straightforward and comprehensive. The Chief Adjudicator confirmed that the accompanying Information Note was intended for the Committee rather than for the courts. David Iverson will review the Church Rep information to ensure accuracy.
6. Update on Administrative Split and Student on Student Post Decision Admission Settlement Processes Administered by Canada
Karen Turcotte noted that Canada has located a couple more claimants through Private investigators and the related claims have been resolved.
